Unfortunately document markup technology seems to have been stuck in the '90's...
Since the standardization of the graphic user interface almost 15 years ago, electronic document markup has been available for only two format categories:
The PDF format, while widely viewable using a free viewer, can only be marked up using Adobe Acrobat Professional (US$449) and a few other specialized utility applications. And although these utilities compete favorably with Acrobat Pro's high price, they are still restricted to the difficult markup toolset locked into the aging PDF standard.
Proprietary formats can be marked using the tools built into their native applications, such as inline editing in Microsoft Word and CAD software applications. Although effective, these tools are limited in scope and specialized for their environments.
